Hello! I'd like to convert some of my avi's to DVD but they are in 23.975fps format, so I'd like to convert them to 25fps. I did it with VirtualDubMod framerate conversion, but there are short stops in the movie after the conversion. I think it is because VirtualDubMod inserts new frames, so two identical frames occur once per second, and this causes stops. How can this be avoided?

You don't need to change the framerate in vdub, rather you can just add AssumeFPS(25) to your avs script (if you are using avisynth) or just specify the framerate in the encoder. If you do still want to change the framerate in vdub, just enter in 25 fps and it should change the fps without adding/deleting frames, however the audio will be out of sync.
Which brings me to my next point, you need to speed up the audio. These avis are probably actually 23.976 in which case you can just use besweet (23.976->25 frame rate conversion). This is how PAL DVDs are made anyway (except from 24 fps film source) so the speedup is normal.

And will it be noticable if I speed up the film?

Well, like I said, this is like/similar to how retail PAL DVDs are created. So if you don't notice audio or video speedup issues with retail DVDs, there's nothing for you to worry about.
