I seem to get a blurry picture with my encode even though I used the Lanzcos Resize Filter ....
Does DVD2SVCD, D2SRoBa or CCE use any additional filters like undot (Noise Removal) ?

not by default, no.
D2SRoBa can be configured to add Undot + DeEn to the script if it helps keep the encode down to target size.
Look at the file "Avisynth_script_file.avs" in your movie output folder. Open it from Notepad to see exactly what script was used fot your encode.

No undot filters or such......what about TMPGEnc has an Sharpening Filter ....should I use that?

hmm,
maybe you have encoded at low bitrate (lost in details) or you have stretched to fullscreen :)
Drop your .avs-file into your media player (fot instance media player classic) and value the video.
