Can ATSC ts's be edited w/ transitions, disolves, fades, etc.?

I've captured ATSC content from my HDTV/D-VHS using CapDVHS, and ported it to a PC via firewire. I've learned how to cut out commercials, but I really want to be able to transition with dissolves and fades. Is there anyway to do this?

As far as I know there is no way without reencoding the entire thing. I guess maybe it'd be possible for someone to write a tool to do it but I'd not hold my breath waiting for such a thing.

Pinnacle Studio 9 have good transitions for videos...
But the program have come bugs...
Like do not support MP3 and some video encoders.. Xvid is accpeted but MP3 not, only MP2... =(
It is bad, but if is a MPG video all is suported and the transitions is very good.
