does anyone know of a prog that can display a movie file's length up to accuracy of miliseconds?

avi files are not millisecond accurate; they are frame accurate
so you get the cut time by deviding the amount of frames by the frame rate.
or the other way
frame number = time * frame rate
for this kinda info there are several apps. virtualdub is one of them.

Virtualdub shows frames AND miliseconds, you don't have to calculate yourself
