QuEnc - average bitrate

I couldn't post in the sticky :)

However QuEnc is still in it's infancy and it is based on ffMPEG which have problems maintaing the Average bitrate when using VBR. Many promises has been made by the developer(s) of ffMPEG to fix this, but they never gets around to it, hint hint
If you read the QuEnc thread, you will see that this is fixed since yesterday! It is just waiting till QuEnc gets updated :)

Oh, my bad timing as usual :(. I extend my apologies to the makers of ffMPEG and QuEnc (to whom ever made the fixes). :D
