Why do some DVD's have permanent subtitles ?. When I play the DVD I cannot turn the subtitles off. In my case the subtitles are in Dutch and I dont need them. The menu on my DVD player indicates that the subtitles are set to "off". If I make a backup how can I make the copy so that the subtitles can be switched on or off at the DVD player ?.

I have this feeling they are a integral part of the picture and you will not be able to remove them.

If they look smoother than the normal DVD subtitles you lost. DVD subtitles (that are not part of the picture itself) typically are "jaggy" on the borders because they have so few colors that no real interpolation against the background is possible.

If you think they look like normal DVD subtitles, you should check your ripped files.
If you used DVD decrypter you eventually have a file called somthing like VTS_01 Stream Information.txt ..read it, if there were subtitles, it should have at least a line like "0x20 - Subtitle - Dutch ...etc...".
If you don't have a stream info file, you can open the IFO file with Subrip. If there are subtitles, it will indicate them in the "language stream" dropdown. Finally you can try to rip the subtitles with VSRip from sourceforge.net/projects/guliverkli .

If any of the methods indicated there WERE subtitles, you can just rip the video normally and there won't be subtitles on the picture. On the other side, if none indicated any subtitles you can be pretty sure they are part of the picture and you will not be able to get rid of them. Except for methods like cutting that part of the picture off, or putting a black box over them, but i would not do this stuff, it is IMO a bigger loss than leaving the subs as they are.
