There were a couple of threads around here recently on how to feed avs with live input from eg. dv cams. The solution is to set ffdshow to also handle dv input (configuration -> codecs -> DV - set to libavcodec).
Construct a graph in graphedit (m$ dv cam / video recorder -> ffdshow -> video renderer) that gets feed with live input. With ffdshow's built-in avs functionality it is then possible to throw in almost any avs filter.
This might also work for usb web-cams, ffdshow must be probably set to handle all raw video data in that case.
