New capture card

I'm planning on getting a new computer (most likely Dell) and want some opinions on the vid and capture card. If I get a 128 card from Dell it will be there EOM card I'm sure but no probs for me. So, do I get the cheapest card I can from Dell and then purchase a complete vid and capture card to install or keep their card and add a capture only card like Happauge.
Also, what cards are available that are recommended have a hardware decoder...don't want one without it?

Sorry, but I am also trying to find a file or program that may be called VDF to WDM Wrapper. A web search did not find it for me.

The wrapper is included in XP.
