there are lots that cost money, but the only other free one i can think of is ReJig (which is basically the same as IFO Edit, but sometimes can manage to author when IFO Edit gets errors)

I thinked outside the box and open up TMPG dvd author program and open my m2v file and wave file, no menu cration and then crated the "dvd" and i got my vob file.. no errors.
but i did get an msg telling that the avarage bitrate is too high, so i guess my bitrate for the video was too much for standard? 9500 i belived i had heeh, and wave for sound.. but i pressed ignore becosue my dvdplayer support this, tested on dvdrw disk.
but this is a fast way aswell to multuplex to a vob file, and its not so timetaking like ppl might think.

you, tmpgenc dvd author is quite easy to use and fast, and yes the bitrate is too high for standard, mainly becuase u used wav audio. i think the max bitrate for all streams in a dvd is 10080, and u got 9500 video + 7xx wav =102xx so not a lot over, ac3 or mp2 audio would've been fine. only problem would be if video bitrate peaked, but i think most players could actually handle that
