AutoGK Tweaker???

What is this "AutoGK Tweaker" program that someone posted here, and what does it do?

I downloaded it out of curiousity, executed the program file, and nothing happened. What is it supposed to do?

It is supposed to "pause" AutoGK and let you edit avs script and VirtualDubMod processing settings
Run it and fire up any AutoGK encoding
Right before running compressibility test, first pass and second pass it will come into action
