I try to capture a PAL TV signal (Romania 40).
On capturing the audio is heared quite OK,
but the recorded (avi) sound is very, very, very noisy.
I tryed various capturing programs all produces same result.
Is there a way to bring the sound at an audible quality.

are you capturing the audio uncompressed?
you might want to try capturing to wav, then converting to mp3.

I tryed both.
Saving raw avi and saving encoded avi (Huffman, etc)
I tryed to change the country (Germany, Turkey, etc)
It is like the TV standard is not appropriate,
but only for the recorded audio.
A <<uuuuuuu>> or whatever sound is dominant.
I tryed a fine tune of the TV chanel.
Again during the recording on the PC's speakers this noise doesn't hear,
it is only recorded.
The TV card (PlayTv - Conexant chip) have also Radio capabilities.
On the Radio Mode the record is quite fine.

i think i might have encountered such problem. it might be caused by electromagnetic interference inside your pc.
1. are u using an on-board audio chip? (what kind?)
2. u can try to record from the mic instead of line in (play with the mic booster if u have one on the mixer). it'll probably be mono and not stereo, but test it anyway.

Yes I have an on-board audio chip. What kind? I don't know.
I will tray with the mic, but what about microphony?

Ahhh, I bet I know what it is....
try lowering your sound volume on the Line-in and see if that works.
If the sound volume is set to high on either the mic or line-in, it will distort the sound because it's like putting it in overdrive.

Is it a deep humming?
Does it disappear when you pull the cable out?
If yes, it could be a ground loop. Those are caused by different grounding points.
I made a sketch of a possible setup (http://people.freenet.de/TC.Xan/images/grounding.GIF). As you can see, there's an inducted voltage, which causes the typical 50/60 Hz humming.
Do you have anything else connected to your pc besides the TV-cable or are you using a splitter?
There are several ways which could solve a ground loop:
Connect your capture card directly to your source.
Use the same power socket for your source and your computer.
Use a ground breaker(avaible in any regarding shop, e.g. radio shack).
Could you post a short clip(mp3) to verify?

I hope you didn't misunderstand the two lines at each "power cord" and "power socket". They're pointing, not a connection(I forgot the arrows)!
I can't really explain this in english, mostly because I lack the vocabulary(leo didn't help very much), but here's an (rather long) explanation:

Yesterday I was out of office, but I tryed some combinations.
Record only the audio played by the sound card with M$ sound rec.
Inserting the TVcard jack in the mic input, and record as microphone input.
Reducing the quality of sound.
None worked.
The problem is the same, during recording the sound is heared fine,
the recorded sound is heavely noised <<uuuuuuuuuuuuuuuuuuuuuuu>>.
I think there is no solution.

TRY reducing the sound level!!
I'm 99% sure that's your problem.

I reduced the sound level and no results.
Monday I will be able to provide a sample.
I don't have Internet at home, this is why.
