I removed the Prohibited User Operations in all the IFOs using IFOedit, but when I load the DVD (on my HDD, in case u needed to know), in PowerDVD, the prohibited operations are still locked (I don't have 40 seconds to watch some stupid FBI warning, the studio intro, and the reason why its rated PG...). Anybody have a clue on what to do? If i try to remove the P-UOPs in IfoEdit again, it would say none exist.
not exactly advanced dvd authoring ....
but i will assume that you cannot 'skip' through the warning even though you have removed the p-uop.
this is because there is most likely nothing for the player to skip to - you should be able to 'scan' through the warning though.
i would suggest reading 2cools guides/cheat-sheets which provide details for removing playback of the warning. in particular look at the 'TITLE BYPASSING GUIDES:' section.

P-UOPs are also stored in VOB files as well as IFO files. DVD Decrypter for example has an option to remove P-UOPs from VOBs in Preferences for each mode separately (File/IFO/ISO).

You can also make an ISO image out of them, mount it as a virtual drive (ImgTools Classic / Daemon tools), and re-rip them from HDD. Either way, turn on the option to remove P-OUPs from the VOBs.
