Program to convert PAL to NTSC

Is there such a program to convert PAl into NTSC for United states viewing? In other words I could buy a German DVD movie, Terminator 3 decrypt it to my hard drive and remove the macrovision and make it region free, creat English subtitles in the re-coding using DVD2ONE so that I could hear German, but see English.

But, the problems would lie in the fact that it was in PAL format.

if not you can ofcourse reencode it changing fps and res and audio-speed
