Okay... I'm looking for a program that can extract the subtitles from a .ogm file with embedded subtitles, and then replace them with an edited version. Is there such a program?

By embedded you mean muxed right? Embedded subs, i.e. hardcoded are impossible to remove, they're burnt in. Anyway, since it's an ogm I gather it's soft subs you're on about. OK
Well, the answer is virtualdubmod, very simply ;)
Open up the ogm file, go to "video" and select "direct stream copy", go to streams> stream list> highlight the sub file and hit demux(that'll extract the subs for editing). Then you can use subtitle workshop to edit the subs, go back to virtualdubmod> streams> stream list, "disable" the offending sub file, "add" the one you just edited and go to "save as" filename(edited).ogm .

If you already have a preedited sub file, then you can skip the demux part, and go straight to disabling the 1st subs and adding the 2nd ones...should take about 3 minutes and a half, allowing for fumbling ;)
