I understand the limitation is at 9.8 mb, and sometimes total including audio but is this number set for a specific resolution?
Reason why i say is even if u making a dvd, if i were to use 352x480 as my resolution, it is appearing that anything over 3500 kbps is stuttering on my apex dvd player at this resolution.
Also, if i set a min bitrate to 0, it tends to stutter as well also.
It is a pretty good fact from my experience at least that there are different bitrate limitations for what resolution you use so does anybody know what the limitations are for ntsc resolutions?
I have tried 3000 at 352x480 and is fine.
What would the minimum bitrate be for 352x480 and 352x240 likewise the max bitrate for 352x240?
My pioneer doesnt have this problem but the apex does, this is why i am curious.

This is not true. The DVD player will not care what bitrate/resolution is used as long as it meets the standard defined by the DVD standards board (max 9.8 bitrate, and resolutions 352x480, 704x480, or 720x480, etc.)
352x480 at 9.8 bitrate will playback exactly the same 720x480 at 9.8 bitrate.
You can read the official DVD standard if you feel the need to confirm this.

Some players seem to choke at 0 min. It is generally accepted to make 300 the min. For saftey, some use 2000 as the min when the average is around 6000.

352x240 is a VCD resolution, which uses the older MPEG-1. If you a creating DVDs by encoding your own MPEG-2 video, use 352x480, 704x480, or 720x480. But like I said above, the max can be 9.8.

Pioneer is a major name brand. They make good quality players like Sony, Panasonic, Toshiba, and the other big companies. Apex players are good but they are also lower cost. The low price makes them attractive.
Also, the stutter can be caused by the blank DVD media you use. Your Pioneer may like the discs but the Apex might be having trouble. Did you try another brand? If you do a search you can find many reviews of blank media on this forum.
i've used dvd-r and am testing different things with dvd-rw memorex media.
I'm still testing as most movies being played back are stuttering unless they are dvd backup then there fine. Just my own vids are having problems but only on apex, still workin on it

BTW, 352*240(288) is also accepted by dvd specs both MPEG-1 and MPEG-2.
