What software should I use to determine the properties of a movie encoded as an svcd? For example, fps, cbr or vbr, dimensions (480x480 or whatever), etc.

This thread (http://forum.doom9.org/showthread.php?s=&threadid=75952&highlight=avicodec) will give you links to three different options; GSpot, AVIcodec, and DRF Analyzer. One, or all of them, may suit some of your needs, but I'm not sure of any of the three satisfying all of your stated criteria. More help may be needed, but check these out, they're small utilities and will dl quickly even on a 56k, should you be restricted to that speed.

When you get gspot, be sure to get the 2.5 beta, the older ones (such as the one on doom9's software page) can't handle mpeg files.
DRF Analyzer is avi only.

One more suggestion: the bitrate viewer from tecoltd.com. Regarding the bitrate, other tools probably just display header information which can be freely patched (using e.g. dvdpatcher) to make a file more palatable to a standalone player. A bitrate viewer will show you the actual bitrate distribution.

As for resolution/fps, I usually just load the file in tmpgenc's demux tool ...

MPEGanalizzatore (http://www.offeryn.de/dv.htm#mpgaz) will also display (header) info about mpeg2 files (only mpeg2).

Is gspot 2.5 beta available? All I can find is 2.21, which doesn't do mpeg.

Speaking of tmpgenc's tools, I'd like to join two mpeg's into one, which appears to require that the two are encoded the same. Is there any easy way to tell tmpgenc to encode one mpeg to the same specs as another mpeg? Or am I missing something about merging mpegs?

Tmpgenc is very particular about what files it will join, try using mpeg-vcr (http://www.womble.com/).

I didn't know gspot had a update. I plan to look for it. Until then, DvdPatcher, located on Doom9's downloads section, does a good job for mpeg id

I just went to the gspot hp and read about the 2.5beta. At the very top of the page, however, it says:This new version will be worth waiting for, however, as it has a number of groundbreaking features. Below is a brief description of some of the features along with actual screenshots. The app itself will be made available shortly, on a pre-beta basis, and I'll be sorting thru and answering emails as time permits...
