everytime I use dvd2svcd I get that framerate (23.976), I would like to have 29.97 as my framerate.
is there any way to fix this problem?

Hi, kayiman74, and welcome to the forum.
Well, the answer to your question is yes. However, this is actually not a problem (or it should not). Films are shot at 24 fps. 30 fps is a trick played on the pictures frames (creating duplicated half-frames) in order to have them played correctly on regular NTSC TV sets. You can learn how this works on www.doom.org selecting Guides|DVD Basics|Telecine explained.
However, DVD2SVCD normally eliminates those duplicate half-frames to use up less disk space on the output encode, and then executes a process called Pulldown if output is NTSC, in order to make the standalone player believe it is on 30 fps whereas it is not.
If you encode a film movie keeping 30 fps you are likely to use about 25% more space than actually needed (or more precisely less quality by forcing the output size), and it is only recommended if your source is a "plain interlaced" clip, which most movies are not.
However, if for some reason you prefer to do it that way, just set NTSC Field Operation to Off on the DVD2AVI tab.

I need the 29.97 because I'm using tmpgenc dvd author to create my dvd.
tmpgenc dvd author does not recognized the 23.96 framerate.
I will tried what you suggested.

Try the one whose name has the word pulldown on it. They are both the same size, but if NTSC is the output type then it should exist in the same folder as the muxed MPEG2 is.
