This is already exposed through rebuilder.ini settings, as documented here (http://forum.doom9.org/showthread.php?s=&postid=482090#post482090).

Define "undersize" -- since one pass VBR must do a predictive analysis to try and guesstimate the output size -- it is not as accurate as multi-pass encoding. If you are over 4.1GB you are within what I consider to be an acceptable range for one pass VBR. If you want it closer you'll have to either do a multipass encode, or wait until I find a better way to predict it.
