Converting silent video

I have a short silent .VOB that I would like to encode to VCD. I have tried DVD2SVCD and it crashes with an error message stating that there is no audio.

I have tried deselecting audio track but I am not permitted to uncheck it.

Demux the elementary tracks (video only?) and author again with IFOEdit or any simple authoring tool adding a silent ac3 track.
