Hello,
I know Xvid codec is not recommended for this job, but i would like to know another settings which allowed it to work in ultra low bitrate.
My setting for Xvid devapi-3:
MSP:6UH
QT:h.263
VHQ:4
Max Internal:240
Chroma Motion
BFC: 1/146/73
Quantizer restriction: 2/4/2/14
Quantizer matrix: matrix anime for low bitrate or fox home entermaint for higher
Max flow overflow..: 5/5
Chroma optimizer / Trellis quantisation

You're right; it isn't recommended.
Those quantizer limitations of yours are contradictory to encoding at low bitrates. You're better advised to encode your first pass at quant=3 and perhaps use that same quant as minimum quant for second pass. But don't set maximum quants.

Note:
I asked this question because at 7kbps avi and audio , Xvid test settings devapi-3 is better than RV10e, but lesser than VP6 and the leader h.264

and as xvid does not preprocessing itself its propably a good idea to use some avisynth filtering

I tested the Xvid codec according to your suggestions.
I could notice an appreciable difference of visual aspect.
later,i tried the last Xvid codec improved by koepi.
In a word: FABULOUS
Koepi, made a big work on the speed and touch chromatic (a few more sharper than the customary);
Even if (only to myself), the devapi-3 Xvid codec stay the must (Xvidement parlant) for treatment on ultra low bitrate.
In fact, that guaranted the respect of the sharper and the natural aspect of the video.
While waiting for the visit of JM ROTA in the next months, the Xvid final is going well;

If I tell nonsense don't hesitate to correct myself.
I just wonder if a codec which makes a real work in HDV reproduction, can also be revealed an excellent tools of video compression for low bitrate.

I think the XviD team is always happy about such nice feedback. :)
Please note that Koepi is one member of the team, but he is one among many (hard-working and gifted people, all of them!).
