I am trying to reduce the bitrate on some tv captures I made. They are 352 x 480 at 5 mbps mpeg 2. I want to reduce to about 3 mbps. whenever I try to encode the file the output is only half the frame with the other half black. I watched the file in powerdvd and it looks the same there too.
