Best program to convert AVI [Archive]

Hi
I want to convert an AVI from a FPS of 30 to PAL 25, which is the best program to do this with? Its DivX4 format..

Search for NTSC2PAL and AviSynth.

simply change the framerate in virtualdub(mod)
read in the doom9 guides on how to do it
