cofused about bite rate calc and frame size

I just started using a bit reat calc and I notice that there is no parameter adjustment for file size . Doesnt file size and bitrate determine final encoded size (mpeg2 from avi ) Or does only bitrate make the difference ?

The final size (in bytes) of your encoded mpg is determined by it's bitrate and it's length (running time)
