The area in question is at the chin in the white rectangle. What causes issues like this?

The general process was Smart Ripper -> DVD2AVI Project File -> frame work

The source is progressive so it's not a matching issue.

I'm just curious if this is something my computer is doing or if people encounter this problem all the time and that it's being caused by the authors of the DVD.

I can't really think of a better topic for this, so I'm stuffing it here.

hmmm.. there's a few things this could be.

for a start, there seems to be resizing artefacts all over the picture (a very very subtle tiling pattern, most noticable in the blurred areas).

what is "frame work"? without understanding this (perhaps you just captured a frame?) i can't say what the problem is, unless it's in the source DVD.

smartripper and DVD2AVI wont produce artifacts on their own unless there's something wrong in the original DVD files

[edit]
that particular line (not counting the resizing artefacts elsewhere) could be caused by a scratched laserdisc. it it possible the original DVD came from a Laserdisc capture?

The picture itself is taken directly from the ripped VOB. The frame work note is just to give you an idea of what I do with a DVD. This picture is in between DVD2AVI and frame work.

An acquaintance was able to supply a picture of the exact same frame and it has the same issue so it looks like a source issue.

I've just been doing alot of clean encodes and suddenly I'm starting to see a bunch of anime with these random stripes, made me wonder.
