I want to edit some of my dv avi's. I want to put some filters on to maybe spruce them up a bit. I was wondering what everyone might think is the software package that gives the best quality output (outputting back to dv avi to be encoded for dvd).
I am sorta new to this, so maybe when you add the filters and do the rendering and save back to dv avi the quality will be the same with any software package you use. I am trying to figure this out.

There are differences regarding the DV codecs used, but these differences are not huge. You'll probably make a buy decision based on other reasons like features supported, usability, stability, etc.
If you want to create the DVD from within the editing software, there are significant differences. Some tools don't support MPEG-2 encoding at all or with low quality only, others even have built-in authoring. But I'd say in most cases the best way is to use a good external encoder like CCE or Procoder, and a separate authoring software. For some NLEs a frameserver plugin is available, so that you don't need to create an AVI first before encoding. This can improve the quality a little, because you save a reencoding step.
To enhance the video, e.g. to improve colors or to reduce noise, I prefer AviSynth's filters over the editing softwares' built-in functions.

Avisynth is good for global correction, such as noise reduction. Color correction, on the other hand, requires local application. It might be limited to a scene, and even require keyframing within that.
I do everything except deinterlacing and noise reduction in Sony Vegas (my editing application.)
