I'm very confused about which filter and with what settings I need to use for a cartoon movie I bought that I want to encode.
Can somebody help me out?

Well if you want help perhaps you should post more info. Perhaps links to some pics of the vid (use .png), specific problems if any, the overall quality of the vid. Also the length and size you're aiming for, and the type of vid it is (anime is quite vague) which can be accomplished by posting some pics. But for starters a simple good filter is something like deen a3d or deen c3d.

i'd go mfToon at default settings... depends how much time you have though.
i use a home brewed denoiser, but it can make outlines recede somewhat (i might just add some outline enhancement to it, but it'll slow it down).
