Using Hauppauge WinTV PVR250, attempting to use 'capture avi' resulted in the following error message:

"Error 418: Capture device was not detected."

"VirtualDubMod cannot connect to the desired capture driver. Trying all available drivers."

"You cannot use this device when another video application, such as DVD, video
conferencing, video editing, TV viewers, or WebTV for Windows is already using it.
To use this device for your current application, close the application that is using it.
If WebTV is installed and running on your system, pause the "WebTV video and data
services" on the taskbar tray by right-clicking its icon and choosing "Pause Services"."

Next is a dialog that show the video source. Though it show the correct TV card

What I have heard is that this card can only capture in MPEG2 format. If it has WDM driver you might try the VDF to WDM wrapper. I use this on all of my ATI capture cards.

Virtualdub can only capture by a VDF link. Most new capture cards use WDM instead of VDF. The wrapper simply translates so VD can capture with the device.

The wapper should work if your program has a WDM driver.
