I would like to be able to replace single video frames or short series of drames with pictures that I have edited myself. Is there a way to do this with VirtualDub(Mod)?

In theory it could be like this:
Demux audio from video
Split video in 3 parts (a, b, c) where b is the frame to replace
Use some tool to create a video (of 1 picture)
Combine the segments a, new frame, c
Mux audio to video

The problem with this method is that frame-rate and compression must exactly match. For some reason I have not yet been able to succesfully finisch this traject. There is always a problem of some kind. Furthermore, this approach is a lot of work. It would be much easier if I could just cut and paste a frame from a drawing application to the video. This should then leave audio, subs and other muxed streams intact.

Has anyone experience with this kind of editing?

You can use my Logo filter. Just make the "logo" be as big as your frame and overlay it on the desired frame with no transparency. ;)
