I haven't been able to obtain a solid answer for my problem, so I'll just ask it myself.

I have a progressive Xvid file (PAL) that I would like to put on DVD. I had VirtulDub convert the file to FILM's 23.976 framerate, and frameserved for CCE using the DOOM9 guide to encode to MPEG. Afterwards, everything was fine; the movie played well but DVDXMaker doesn't like that framerate so I tried using Pulldown.exe to 2:3 pulldown to NTSC. Now the video is jerky and sputters every second or so. This happens in media player and DVDXMaker, but the movie continues to play smoothly in VirtualDub.

So, is there a better way to get from 25 -> 29.97 fps, or did I just do something wrong? Any help is appreciated.

This subject has been discussed many times here. I was curious myself if there is a reliable solution for this. However, it appears that there is not. General conclusion seems to be that you should keep PAL and NTSC video as is.

If you're concerned about standalone player compatibility, supposedly in PAL countries most players and TV sets support both standards. In NTSC countries, you can buy a cheap player like Apex that can play PAL video on NTSC TV converting it on-the-fly. Surprisingly, expensive brand-name players like Sony or Pioneer won't do that.
