I have been fighting with this for some time now.
I have used TEMPgenc to simple demux the AVI.
The output is then a MP2 (video) and an MPA (sound)file.
Following this tut (http://www.dvdrhelp.com/forum/userguides/129419.php )I try to create an AC3 file.
The output is an AC3 file which can not be played with either WinAmp or WinMedia player...Even with the AC3 Decoder installed.
The DVD output (thru DVD MAestro or DVDlab ) is without sound.
Is it possible to create a working and accepted AC3 sound file or am I missing the point here?

They removed AC-3 support from BeSweet due to the encoder's low quality, so you can't use it anymore to convert .mpa to .ac3. It appears there is no freeware AC-3 encoders left.

Try keeping the sound as .mpa, which full name is MPEG-1 Layer 2. It's a standard format for PAL but not NTSC DVDs. However, most of the standalone and all software players can handle it for NTSC, too. If everything else fails, convert the sound to .wav, for example with TMPGEnc. It's guaranteed to work although the .wav file will be much larger in size.

By the way, you most certainly have demuxed an MPEG file, not AVI.

BeSweet 1.5b26 brings back AC3 encoding. See the news page or Dspguru's page.
