This newbie asks Which program can convert films downloaded which are encoded with a resolution of 640 x 240 (or similar)to a standard CD or DVD format?

Assuming its no illegally downloaded material... :rolleyes:
For DivX/XviD (AVI) use VirtualDub, maybe with AviSynth !!!
For MPEG/MPEG2 (VCD, SVCD, DVD etc.) use TMPGEnc... !!!
