I know that this thread deals with older cards (the geforce MX series), but still some of the information may be usefull to you - despite the fact that the article linked to in the second post is really long :)
Also you might want to give TVTool (www.tvtool.de) a shot.
The main problem with tv-out on Nvidia cards is that the quality varies very much. This is caused by the fact that the different manufacturers can choose between a wide range of different tv-out-chips. I dont know a lot about the FX series, but I think that most manufacturers use the in-built tv-out feature of the GPU.

You might want to try George Breese's PCI latency patch http://www.georgebreese.com/net/software/#PCI (but be VERY careful as this is potentially dangerous).
Don't know if that is your problem, but I personally would apply it on every VIA chipset just in case (for better performance in general).
Of course, latest motherboard (and every other) drivers could not hurt.

Well I admit this _was_ one of my problems until I installed the patch today. :D I finally could lower my PCI latency to 16 from 48, which definitely was not a good value. Thank you. I had heard about this patch but after reading about some people having problems with it .... and then forgot.
