is 23.976fps in vcd standart?

the reason i sometimes still use vcd it's great compatiblity
i works on virtually any player that reads cds

my question is:
does a standart ntsc vcd have to be 29.97fps?
or can it also be 23.976? (without loosing compatiblity)
