This should be already possible and easy with Windows - just set your settings, export the XviD registry key (Hkey_current_user/software/gnu/xvid), and save this as ProfileName.reg. Double click to load the profile.

There really aren't too many values affected by the profile. 6, to be exact. Aside from that, the feature is only really meant for mpeg 4 compliance, not personal settings. You're looking for the registry :|
Come to think of it, you could write your own 'profiles' for XviD, that control all of its features, as .reg files if you really wanted to.
