I’m currently trying to convert Nemo DVD to an 700MB VCD. I have adjusted movie length to coincide with 1 CD in the bitrate table and the max average bitrate to 850 as suggested by the bitrate calculator (with max set at 1150 and 300 min) but I always seem to end up with an 823MB file plus a 115MB file. Adjusting the average bitrate lower doesn't seem to change the outcome and I end up with the same bin/cue files. What am I missing here?

A VCD must have a constant data rate of 1150, nothing more, nothing less, otherwise its not a VCD. And simply 94 min of VCD cant fit to an 80 min CD. Either use 99min CD's (if your burner suports them) or cut it to fit 2 CD's (which is what DVD2SVCD is already doing for you.)

Ahhh, I see. I thought because D2S gave an option of multipass on VCD you could adjust the bitrate and squeeze more on the disc. What your saying then is that VCD is CBR by default no matter what you select. Correct?

Well, you can actually create an XSVCD or XVCD, which is comprised of VBR with VCD frame size. You can check if your player supports it. www.vcdhelp.com has an extensive database on player capabilities, and you can also try on a CD-WR media to see if it works.
Set DVD2SVCD in SVCD mode, set all media sizes to 1 on the Bitrate tab and encode. In the Multiplexer tab, make sure SVCD settings are selected for bbMPEG. Also set min BR to 0 and max to 2500 or so. Min Avg is irrelevant so uncheck it.
Fitting 90 minute per CD may require some tricks, like heavy filtering and custom matrices. www.kvcd.net is a good reference point for 1 CD fans.

Thanks for the suggestion. I'll check it out.
