i use a PVR250 card to capture TV-shows/movies to DVD.
But i want to cut away comercial brakes etc, etc. But since the PVR25+ captues to Mpeg2 i dont want to use a program like Adobe premiere since it will reencode the mpeg2. Is there anyprogram that can cut and join mpeg2 withput reencoding them?

I don't have your card, so I don't edit mpeg created by it.
In general, cutting up mpeg causes audio sync problems. From what I understand, this depends upon how the a/v streams are synced within the mpeg, and how standard they are. Anyhoo, here are a bunch of guides on cutting/joining mpeg.

Also, here is a link to a site all about using WinTV cards. There is a link on the left that shows mpeg editors. There are a bunch listed. I use an old version of Womble.

PS: Another method is to author the dvd so it just skips the commercials. Not perfect, but easy depending on your dvd author tool/skills.

The best mpeg-2 editor IMHO is womble's MPEG2VCR ($70 bucks from www.womble.com).
I guess that a viable alternative would be to split the tracks and remux the streams as MKV, edit the ads out ad re-remux the MPEG file. I haven't tried that, but would love to hear about a freeware mpeg-2 editor.
