is encoding with a nominal bitrate just slower than with a quality setting, or does one or the other also give better audio-quality?

what are the default values for min and max bitrate?

According to the documentation on the oficial homepage and on hydrogenaudio.org, Ogg Vorbis is tuned for VBR encoding (quality) instead of the bitrate encoding. Quality mode should deliver better quality.
