what (comercial)programs convert ntsc->pal ac3

what programs even comercial ones can convert 23.239(NTSC) frames to PAL(25) frames per second ac3?? thats b cause i ve already tried the Sonic Foundry encoder and it hasnt that ability. If anyone knows one write it down. PLZ

You can use Besweet (GUI is recommended) to create 6 waves that are sped up accordingly. Then you can load these wavs in sonic foundry softencode.

The pitch will be higher, not not all retail PAL DVDs are pitch corrected though, maybe most are not (I don't know).
