Is there a freely available utility to make a 720x480 MPEG2 still image (a single I-frame) given a 720x480 source BMP?

You can use TMPGEnc (free trial). Load your BMP as video source and set stream type to ES (Video only) for .m2v output file or to System (Video only) for .mpg.
