JPG to VOB conversion : Any ideas

I want to turn a JPG into a VOB file of around 8-10 secs long.

I have done it succesfully but with loss of quality and increased file size.
Anyone have any ideas on how i could achieve this?

Use Scenarist

Or Maestro... Place the picture in the movie, stretch it till 10 seconds, assign first play, compile and burn with Nero (for example :D )
