Well with all the comotion about dual layer burners I somehow got an impression that dual layer is a new technology that's just about to hit the market.

However if you look at "Pirates of The Caribbean" DVD it says "Dual Layer" beside the THX, Dolby, etc. logos. I don't think that they would make it dual layer if no DVD player could read it, and since most (not all but most) players don't have better drive than a PC drive, I presume that when I put DVD in both layers are actually read.

So that means that Dual Layer is just new for burning in Consumer level device? But the DVD's we buy/rent have been dual layer for a long time, and those DVD's don't have capacity of ~4.5Gb but ~8.5 (DVD+RW alliance info)?

Yes, the point is, that it wasn't possible yet to _burn_ dual layer.
