I have an 800 mg video file that I want to put onto a CD. Is it possible to reduce the resolution of the video low enough to fit on the CD? Its not a VCD or anything, just a regular avi file for archiving. If possible, what software should I use?

What compression has it got currently?
If none, and you just want to archive it, zip it.

Its mpeg 865 megs. I guess I can compress it but I rather reduce the resolution to fit the disc then for it to be dependent on being unzipped for access. I want to experiement with doing this later on in the future so I might as well find out how to do it now.

Theres heaps of ways you could do this, but it is not really my "area" so for me to suggest a methodology would probably only lead you down the wrong or more dificult path.
Myself, I would just split it, and put it on two CD's, I am a great believer in preserving the best quality you can, you might just need it in the future! After all - 10 years ago I thought saving images at 450 pixel height was all I ever need. (Screen resolutions were only 640 x 480, why would you need a bigger image!) Geez those images look pretty poor now.

Do you want to re-encode it?
Using XviD (my favorite) you will (I think don't know for sure) you will probably fit it on 1CD in Single Pass - Fixed Quant=2 (with default b-frames set to 2 - 1.50 - 1.00 ... 99,99% sure, with 2 - 1.00 - 0 ... 99% sure, without b-frames .... try and see cause I always use b-frames don't know really) at original resolution...
Or you can try Two Pass - same settings and % higher :) (possibility is you will get undersized file so without b-frames is first choice) - also original resolution...
Try and see...
Really don't know how you can resize it wihout re-encoding (avi, mpeg-1, mpeg-2 doesn't matter). Let me know if you find the answer...
