I wonder if IC8 can give even better quality.Maybe IC9.Or maybe DvdShrink,CloneDvd and others.Have these programs reach their limits?I have made more than 100 copies mostly from music titles (with all extras,one audio stream 5.1)and IC8 gives me the best results.

And will there ever be a feature in Instantcopy to compress pcm stereo to ac3 2.0 or ac3 5.1?

I think all the one-click transcoders have room for improvements, but they won't be easy improvements.
For example, a transcoder could implement a psycho-visual algorythm to determine what frames and macroblocks should be compressed less and which can be compressed more. I believe that would lead to significant image quality improvements. However, like I said, this would not be easy to implement - I wouldn't even know where to start.

I think you need to plan to an encoder instead a transcoder to get better quality.

Don't hold your breath waiting for improvements in transcoders. Dual layer burners are around the corner :p
There will still little aplication for transcoders, but I don't think software developers invest a cent more.

Haha, well said but hey, what about when we'll need to transcode from Blue-Ray technologie to Dual DVD ?

That's a logical conclusion, but there's more to consider.
Approximately a year ago, few (if any) of us had even heard of transcoders. Widespread availability of DL burners and media is probably nearly a year away. A lot can happen in a year.
Additionally, transcoding is not limited to shrinking DVDs. It's used quite extensively in streaming media applications - DirecTV and digital television for example. We can expect transcoding technology to improve, even if it isn't applied to DVDs. Then again, I expect there will still be a market for DVD transcoders even when everyone is using DL burners. Humanity is perverse that way.
