Converting subtitles burnt in the matte portion of the frame to text format

I have a DVD which has subtitles burnt into the source but they only appear in the matte portion (i.e. the black bars at the top and bottom) of the frame. Is there any app that could automatically convert the subtitles to a text format? The subtitles are plain white text on a back background.

If the only way to convert is to type them out manually, what techniques do people suggest to make this task as easy as possible?

Apologies for not looking at that thread first. From its title I had assumed it concerned demuxing subtitles streams from AVI's, not OCR.
