I've bought a dvd-r burner, and I'd like to know if xvid could be modified to produce mpeg2 compatible streams as ffvfw do ... and see how it compares to cce. I know mpeg4 has some tools mpeg2 has not (with same parameters in ffvfw mpeg2 streams bigger than mpeg4), but maybe turning them off...

Short answer: no.

Long answer: if someone would spend very much work on it, it could be done.

Since b) is attracting noone to do that, it doesn't make sense to further ask about it. -h is gone and he had the idea to try that over a year ago, but noone else will do it. Anyhow, there are so many mpeg2 codecs out there, why doing yet another one - it would be buggy as hell and so on. Use ffvfw if you like, it gives very nice quality in mpeg4, dunno about it's (well, libavcodec's) mpeg2 capabilities.
