Hello, vasoula78, and welcome to Doom9's forum.
1. how do i make vcds to dvd???
Doom9 has a number of Format Conversion guides. Here's his SVCD -> DVD Guide (http://www.doom9.org/mpg/svcd2dvdr.htm).
2. i copied a dvd with dvdshirnk and i deleted the vobfiles form my hard disk.now i eant to make a new copy for a friend . do i need to do the same procedure again???is there any program for makin copy like clone cd???
You won't get help with this particular question, as to answer it violates Rule 6. Please see the forum rules (http://forum.doom9.org/forum-rules.htm) and this Announcment (http://www.doom9.org/mpg/svcd2dvdr.htm).

Isn't making a copy for a friend allowed under fair use? At least, in the US I believe it is.

"Fair use" is evaluated differently country by country. As to recent regulatory restrictions, the US has the DMCA, the EU has the Euro-DMCA, with EU countries adopting portions on a piecemeal basis. Other countries vary on intellectual property rights under fair use, from very restrictive to unrestrictive. The Berne Convention also specifies specific rights for international protections of intellectual property, and most countries of the world are signatory.
This is a global forum, so our policy is quite specific, please see http://www.doom9.org/disclaimer.htm for more information.
