Using a board to encode

Can I use an external board like Pinacle Pro One to encode a AVI (DivX or XviD) to MPEG-2 using AviSynth to serve frames to Adobe PRemiere and premiere encode to MPEG-2?

if the mpeg2 encoder board has a premiere plugin, im pretty sure there is a premiere input plugin for avisynth scripts, not entirely sure tho.
