I have a Pioneer DV-333. I have authored PAL encoding mpegs to VCD, and it plays fine on my player. I authored a PAL encoded mpeg to DVD, and i get black and white picture, which flips and stutters.

Why does this happen?

AFAIK vcd is neither pal nor ntsc which is why you can play them .. try svcd these are pal / ntsc.

I want to be able to view these on my dvd player on a DVDR (2 episodes per dvd).

Can a SVCD be encoded at a high bitrate, like 5806kb/s?

svcd can be encoded @ 5000+ but reaLLy is meant for bitrates around 2000-2500 . Files on dvd have to properly authored . correct sound etc. Put these files on a cdr as an authored vcd and it should play.

If i put them on a cdr, the quality wont be as good as on a dvdr

I do not understand this.

PAL VCD: 352x288 @ 25fps is the quarter res. of PAL in full D1 (704x576 @ 25fps)

NTSC VCD: 352x240 @ 29.97 or 23.976 fps is the quarter res. of NTSC in full D1 (704x480 @ 29.97 / 23.976 fps)

and now tell me, why those "PAL/NTSC" VCDs are neither PAL nor NTSC!

scharfis_brain yes correct.. I was thinking about something else.. progressive output I think.
read about "vcd on Dvd" @ http://www.dvdrhelp.com/forum/viewtopic.php?t=200802
or try svcd2dvd tool. for starters.
black & white picture is normally a case of pal/ntsc conversion..
either your player doesnt do it or your television cant handle it.

but maybe, the player has options for:
NTSC Playback on PAL-TV -> PAL60 (NTSC-Luma with PAL-Chroma)
PAL Playback on NTSC-TV -> NTSC50 (PAL-Luma with NTSC-Chroma)
to avoid color-problems, but avoiding a framerate conversion

If i put them on a cdr, the quality wont be as good as on a dvdr But if you cant watch them at all then the quality is zero? Try two cdr.. or put them on dvd as mpeg files (unauthored) which many players can play.;)
