Convert the wav to stereo with a audio editor such as SoX (http://sox.sourceforge.net), Audacity (http://audacity.sourceforge.net), or Cool Edit.

Then encode the stereo wav to AC3 with Soft Encode or Surcode.

Hmm...certain versions of BeSweet may be able to do this in one step but this method is not recommended due to the suckness of ac3enc.dll.
