In relation to converting MPEG2 to DivX5.

I used Telecide() which seemed to work OK but I got some playing difficulties (could only resolve by not using DivX5's BiDirection Encoding) which I have not encountered when converting PAL DVD to DivX5 and I'm wondering if this is the cause?

Again, you are posting in the wrong section of this forum. This belongs either in AviSynth or DivX5 section. Not in VCD/SVCD encoding & authoring. This section is for people that want to convert to and author (S)VCDs, not the other way around. The other way around, uses similar means as you would converting dvds.
